06 March 2003 11:49 Unemployment becoming main social problem in Russian Far East region [Presenter] Unemployment is becoming one of Maritime Territory's main social problems. The territory's
residents say it is easier for them to live on benefits, which are often higher than the wages at local enterprises. The
demand even creates the supply. A new profession has now emerged in Maritime Territory - consultant on mass
dismissals.
[Correspondent] Each unemployed client is issued with a list of new vacancies. The state farms need milkmaids, while
boiler-houses need stokers. But no-one wants the work. Wages at local enterprises are not high and are paid six months
in arrears. This is why money-wise it is simply easier to live on benefits while maintaining a household.
[Unemployed man] Stokers get 1,500 [presumably per month]. You have to do everything with your own hands. It is hard
work. And 1,500 in these times - what sort of money is that?
[Question] How much are the benefits?
[Unemployed man] The benefits? Well, for two months, I get R1,440 in my hand, you see?
[Correspondent] The army of unemployed increases with every passing day. The local enterprises, once giants,
regularly reduce their staff. The employment centre has even created a new post - consultant on collective dismissals.
People are told in groups what they need to do if dismissed.
Now, specialists in employment centres throughout the country are predicting a fall in unemployment. A new law came
out in February - now requirements for the receipt of benefits will be stricter and the amount will be less. But the
unemployed themselves say that no laws will make them work for pennies. Even though the employment centres may not pay
them much, at least it will be every month.
