ON THE RESULTS OF THE SESSION OF THE RUSSIAN SECURITY COUNCIL

On February 25 a regular session of the Security Council of the Russian Federation was held in the Kremlin under President Vladimir Putin's chairmanship on the question of "The Foundations of the Military-Technological Policy of the Russian Federation for the Period till 2015 and Beyond."

Sergei Ivanov, Minister of Defense of the Russian Federation, delivered a report.

In the course of the subsequent discussion problems existing in the area of military-technological policy were considered in detail, ways of solving them elaborated, and guidelines set for the development of weapons and military and special equipment for the Armed Forces of the Russian Federation, other troops, and military units and agencies.

Much attention was paid to questions of ensuring the overall balance of plans for maintaining and developing the main components of military-technological policy: the Russian Federation's arms system, defense-industrial and scientific-technical complexes, and military-technological cooperation.

Priority tasks were singled out: to equip constant readiness formations and antiterrorist units with modern weapons, and to reduce the nomenclature, and unify military and special equipment.

The President of the Russian Federation drew the attention of the heads of the power ministries and departments to the necessity of creating multifunctional arms systems based on unified components and units.

It was noted that the practical implementation of military-technological policy will largely be determined by successes in reforming the defense-industrial complex, in creating competitive integrated scientific-and-production structures, and in shaping an effective innovation infrastructure.

The session considered and approved the draft foundations of military-technological policy for the period till 2015 and beyond, prepared in furtherance of the instruction of the President of the Russian Federation. This document in a concentrated form determines the aims, concept, principles and tasks of the military-technological policy of the Russian Federation, and the stages and mechanisms of its implementation.
