The motto of the Congress: "Toward the World Summit on the Information Society."

The organizing committee for the Congress is headed by Gennady Seleznyov, Chairman of the State Duma of the Federal Assembly of the Russian Federation and a Member of the Council of the CIS Inter-Parliamentary Assembly, and Leonid Reiman, Minister of Communications and Informatization of the Russian Federation and the Chairman of the Council of Heads of Communication Administrations of the Regional Communications Community.

The main aim of the Congress is to hold a wide-ranging and representative debate on topical issues in the creation of a climate of trust and information security in the conditions of the rapid development of information and communications technology (IT) and of the formation of an information society in the CIS countries.

The plenary meetings and thematic roundtables of the International Congress will comprehensively discuss humanitarian and social aspects of security in the information society, the questions of legal support for the development of IT, of the security of information resources and systems and networks of fixed and mobile communication and of the illicit use of computer technologies and international aspects of information security.

A single coordinated position of the Commonwealth's countries is expected to be formed during the Congress in questions of confidence-building and security in communications and information, paying special attention to the measures for improving further the legislative base in this field. Deputies of the parliaments of the CIS countries, the heads of the Communication Administrations of these countries and of a number of subjects of the Russian Federation, the representatives of major international telecommunication unions and organizations, of financial-and-credit institutions and of leading scientific research institutes, and directors of large companies operating in the IT field will take part. Likewise, the representatives of largest domestic and foreign companies represented on the IT market are invited to participate in the Congress. The working languages are Russian and English.
