04 January 2003 00:00 ON RUSSIAN PRESIDENT VLADIMIR PUTIN'S CONGRATULATORY MESSAGE TO PRESIDENT OF THE FEDERATIVE REPUBLIC OF BRAZIL LUIZ INACIO LULA DA SILVA ON HIS ASSUMPTION OF OFFICE OF THE PRESIDENT OF THE FEDERATIVE REPUBLIC OF BRAZIL

President of the Russian Federation Vladimir Putin has sent a congratulatory message to President of the Federative Republic of Brazil Luiz Inacio Lula da Silva on his assumption of office of the President of the Federative Republic of Brazil.
The message reads in part:
"I sincerely congratulate you on your assumption of office of the President of the Federative Republic of Brazil and wish success at this responsible state post. Keeping up the tradition of a regular exchange of views at the level of the leaders of our countries, I take this opportunity to share my thoughts with you on the state of, and prospects for bilateral ties.
"We devote special attention to the strengthening of friendly ties with Brazil and consider it crucial that the positive dynamics in partner relations between our countries be maintained and possibly given additional impetuses. There are all the grounds for that, especially as the strategic guidelines of Russia and Brazil largely coincide. The present-day situation determines the need for closer cooperation by our states in questions of the formation of a democratic world pattern, the enhancement of the central role of the United Nations and its Security Council, disarmament, the strengthening of security at the global and regional levels, combating international terrorism and meeting other transnational challenges and threats in the conditions of globalization.
"As an important thrust in Russian-Brazilian relations, we regard the further expansion of mutually beneficial cooperation in the trade, economic and investment fields. The priority task at this stage is to increase the trade turnover, diversify its nomenclature, and carry out diverse programs and projects in such high technology branches as the aerospace industry, nuclear energy, telecommunications, and the fuel and energy sector. Opportunities exist also for cooperation in the military-technological field.
"There has to be maximally raised the efficiency and effectiveness of the operating mechanisms of state-to-state cooperation, in our opinion. Their central element is the Russian-Brazilian High-Level Commission on Cooperation under the leadership of the Chairman of the Government of the Russian Federation and the Vice President of the Federative Republic of Brazil, within the framework of which there work the Intergovernmental Russian-Brazilian Commission for Commercial, Economic, Scientific and Technical Cooperation and the Political Commission.
"I count on joint fruitful work aimed at the ongoing and dynamic development of the full range of relations between Russia and Brazil for the benefit of the peoples of our countries and in the interest of world peace and international stability and security."
The message was handed over to the addressee by the Head of the Apparatus of the Government of the Russian Federation, Igor Shuvalov.
