24 December 2002 00:00 CONCERNING PREPARATIONS FOR REFERENDUM IN THE CHECHEN REPUBLIC
President of the Russian Federation Vladimir Putin discussed the course of the preparations for a referendum in the Chechen Republic with his special representative for ensuring the rights and freedoms of man and citizen in Chechnya, A. Sultygov.
In Chechnya what the public of the republic had asked for has been done - preparation is under way for a referendum, and a republican ministry of internal affairs is being set up, the President stressed.
The Head of State was interested to know what more can be done to help the republic prepare for the referendum.
For the first time in the 150 years of Chechnya's history, its citizens will have an opportunity to elect their own authority. The people of Chechnya regard "with enthusiasm" this opportunity to exercise their right to form a system of state power in the republic, Sultygov told the President.
