16 April 2002 00:00 ON A MEETING WITH A DELEGATION OF THE DANISH PARLIAMENT FOREIGN AFFAIRS COMMITTEE (BASED ON MATERIALS OF THE DUMSKOYE OBOZRENIYE NEWSLETTER, NO. 49 (1203), APRIL 12, 2002)
Gennady Seleznyov, Chairman of the State Duma of the Russian Federal Assembly, has met with a delegation of the Foreign Affairs Committee of the Folketing (Parliament of Denmark). Dmitry Rogozin, chairman of the International Affairs Committee, took part in the meeting.
Welcoming the delegation, Seleznyov noted "the not merely good inter-parliamentary ties, but friendly relations" that have evolved between the State Duma and the Folketing and "the particularly successfully developing contacts between special committees." This permits conducting a dialogue on the "hottest" themes, and finding common positions on some of them, this having a favorable effect on the attitude to Russia within the European Economic Community. The recognition of Russia as a country with market economy, in Seleznyov's words, "will increase our goods exchanges with the European countries, spur the economy, and have a positive impact on the life of the people of the Kaliningrad Region."
The State Duma Chairman answered questions from Danish parliamentarians about the legislative work of the House to back up economic reforms. He said that deputies are doing their best to adopt codified acts. A Criminal Code, a Code of Criminal Procedure, a Tax and a Budget Code have been approved. There is progress in the field of tax legislation. "We have been living half a year with a flat income tax of 13 percent, and the tax levy has increased," said Seleznyov. It is now to be decided what must be the taxes on small and medium-sized business. Other plans of the House cover work on a Housing Code, and laws on local self-government, military reform and improvements in federal relations.
Summing up the results of the meeting, Seleznyov emphasized that it will yet be more than one year before a legislative base is created in line with the Russian Federation Constitution adopted in 1993.
