21 February 2001 00:00 CONSULTATIONS BEING HELD WITH A DELEGATION OF EXPERTS OF INDIA'S NATIONAL SECURITY COUNCIL

On February 19, consultations began with a delegation of experts of the National Security Council of India in the apparatus of the Security Council of the Russian Federation. For three days the Russian and Indian experts will be discussing global questions of international and regional security, prospects for Russian-Indian strategic cooperation, and the interaction of the two countries in the fight against international terrorism.
The consultations are proceeding within two groups. The first is on the problems of terrorism. It is headed by Deputy Secretary of the Security Council of the Russian Federation Oleg Chernov and the commissioner of the secretariat of the Indian National Security Council, Satendra Dev Pradhan. The second group is considering international and regional security problems. Its work is directed by Nikolai Uspensky, head of the department of international security problems in the apparatus of the Security Council of the Russian Federation, and Arvid Gupta, deputy head of the apparatus of the Indian National Security Council.
The consultations of the joint Russian-Indian coordination groups are being held in keeping with the Protocol on Cooperation between the Security Council of the Russian Federation and the Indian National Security Council, signed last year in New Delhi, noted Deputy Secretary of the Security Council of the Russian Federation Oleg Chernov. The very subjects of the forthcoming consultations, he said, underline the sincere and confidential tone of the Russian-Indian partnership. Between Russia and India there has been established an effective mechanism of bilateral cooperation, including on lines of the ministries of foreign affairs and defense, and of secret services and law enforcement agencies. The Security Councils of the countries do not substitute for these agencies. Therefore, the task of our contacts, including the present consultations is to determine what we could jointly undertake to deepen and perfect coordination and cooperation in the fields of interest both for the national security of Russia and India and for international security as a whole, Oleg Chernov said.

There exists an extensive field of identities of the stands held by Russia and India on the questions of mutual and global security. Our countries are having to solve a number of very similar internal problems - in the economy, in the social sector, in the matter of countering terrorism. Our interests are also close in the international sphere. Both Russia and India are interested in establishing a fairer world pattern, in building a multipolar world safe for all states of the planet, said Nikolai Uspensky, head of the department of international security problems in the apparatus of the Security Council of the Russian Federation, at the Russian-Indian consultations which began in Moscow on Monday. Uspensky characterized the onward development of the Russian-Indian dialogue on the problems of security as a striking confirmation of the relations of strategic partnership between Russia and India.
The Russian-Indian consultations being held in the apparatus of the Security Council of the Russian Federation, in the course of which global questions of international and regional security, the prospects of Russian-Indian strategic cooperation and the interaction of the two countries in the fight against international terrorism are being discussed, will last three days.
