IMPLEMENTATION OF RUSSIAN FEDERATION SECURITY COUNCIL DECISIONS ON ECONOMIC AND SOCIAL RECONSTRUCTION IN THE CHECHEN REPUBLIC

Work is continuing on the implementation of the decisions of the meeting of the Security Council of the Russian Federation held in March, at which the set of problems relating to the reconstruction of the social and economic sphere of the Chechen Republic was considered. The President of Russia, Vladimir Putin, set at this meeting the concrete tasks of stepping up efforts by the various agencies directed to organization of a peaceful life there. The progress in carrying out the President's instructions became the subject of discussion at a meeting held on April 10 in the Kremlin between Vladimir Rushailo, the Secretary of the Security Council of the Russian Federation, and Minister of the Russian Federation Vladimir Yelagin.
The developments in the situation in the republic were discussed at length. Vladimir Yelagin gave a detailed account of the work on the creation and fostering of the activity of structures of executive power in this subject of the Federation. According to him, the main efforts are concentrated on the shaping of a unified administrative system to enable clearly defining priorities in the solving of concrete tasks and organizing reliable control of the execution of the decisions and use of financial resources.
Vladimir Rushailo stressed the urgency of swiftly developing a concrete mechanism for ensuring coordination and cooperation among government bodies in carrying out the strategic task of reconstructing the social and economic sphere of the republic, finishing anti-terrorist operations and organizing a peaceful life as an integral process.
The ecological and medico-sanitary situation in the republic, and questions of ensuring the security of oil and gas, construction, transport, communication and power facilities and of the housing and utilities sector were also discussed in the course of the talk.
