RUSSIAN FEDERATION SECURITY COUNCIL SECRETARY VLADIMIR RUSHAILO MEETS MIRAKBAR RAKHMANKULOV, SECRETARY OF THE NATIONAL SECURITY COUNCIL UNDER THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

On May 4, Russian Federation Security Council Secretary Vladimir Rushailo met in the Kremlin with Mirakbar Rakhmankulov, Secretary of the National Security Council under the President of the Republic of Uzbekistan, in Moscow as part of the state visit of the President of Uzbekistan, Islam Karimov.

A circumstantial talk took place, during which a wide range of questions of relations between the two countries in various fields, above all in the sphere of security, was discussed. Rushailo and Rakhmankulov signed a Memorandum On Regular Consultations between the Structures of the Security Council of the Russian Federation and the National Security Council under the President of the Republic of Uzbekistan.

The interlocutors exchanged views on prospects for the development of Russian-Uzbekistan economic and military-technological cooperation. In particular, the themes of partnerships of the two countries in the aircraft manufacturing and oil and gas industries, as well as in the development of hydraulic resources were touched upon. A subject of discussion was cooperation in the humanitarian field, including culture, science, education, interaction in the field of information, the development of contacts between people and public organizations and encouragement of the activity of cultural and information centers and associations of compatriots.

Rushailo and Rakhmankulov paid special attention to the problem of ensuring regional and international security. They were unanimous in the view that the fight against international terrorism and extremism, and the ensuring of stability in Central Asia require joint actions by all states of the region.

Rushailo briefed the guest from Uzbekistan on the regular meeting of the Committee of Secretaries of Security Councils of the States Parties to the Treaty on Collective Security held at the end of April in Yerevan, at which the importance of forming regional collective security systems and creating collective rapid deployment forces for the Central Asian region was reconfirmed. The Russian Security Council Secretary noted that these structures would be able to work particularly effectively with the active participation in them of Uzbekistan.

Russia builds relations with Uzbekistan on principles of strategic partnership, Rushailo noted after the meeting. In the not simple conditions of the contemporary world, he stressed, our cooperation is becoming an important factor of consolidating trust, stability and security in the Eurasian area. And this in turn will have a beneficial effect on the promotion of global security and strategic stability, the ensuring of which is among the vital requirements of all peoples of the planet.

In this connection, Rushailo stressed, it appears to be particularly important the role of the Russian-American ABM Treaty of 1972, which is the cornerstone of a whole range of international agreements aimed at the preservation and consolidation of strategic stability. The recent proposal of the U.S. leadership to start a broad dialogue on the problems of strategic stability has aroused a fully understandable interest. For only through a dialogue of all the parties concerned is it possible to arrive at a mutually acceptable solution, Rushailo said.
