2001-06-04-001
Russian contacts with UN bodies in the field of the fight against the illegal traffic in drugs and terrorism have assumed a regular and sufficiently close character. Our concerted actions help to create a broad politico-legal base of international antiterrorist cooperation, Russian Federation Security Council Secretary Vladimir Rushailo said Monday after a meeting with Pino Arlacchi, United Nations Under-Secretary-General and Executive Director of the UN Office for Drug Control and Crime Prevention.
During the talk that took place in the Kremlin on June 4, Vladimir Rushailo and Pino Arlacchi discussed a wide range of questions of cooperation by Russia with the UN in different fields, especially in the ensuring of international security. Another topic was the need to counteract the shadow economy and the legalization of criminal proceeds. The participants of the conversation were unanimous in the view that this problem had an exceptionally great significance for all countries of the world without exception.
The interlocutors paid great attention to one of the most acute problems of today - the illegal drug trafficking. It is no secret that a considerable part of the proceeds from the criminal sale of drugs goes for the financing of the activities of various terrorist units. This makes the task of combating the narco-business a matter for the entire civilized world community, the Russian Federation Security Council Secretary emphasized. He also pointed out that in the fight against terrorism the coordination of actions at the interstate level was extremely important. The interlocutors expressed a common understanding of the absolute unacceptability of bloody terrorist acts. Such actions, they stressed, cannot be justified by any arguments.
Vladimir Rushailo informed Pino Arlacchi of the work on the combating of terrorism being carried out within the CIS. A great role is called upon to play in these efforts by the antiterrorist center recently established by the states of the Commonwealth. The Russian Security Council Secretary expressed hope that this new antiterrorist center would actively cooperate with the UN Office headed by Arlacchi.
