ON THE STATEMENT MADE BY RUSSIAN FEDERATION SECURITY COUNCIL SECRETARY VLADIMIR RUSHAILO AFTER MEETING WITH THE IRAQI AMBASSADOR TO MOSCOW, MEZHER EL-DOORI
04-07-2001

The principled stand of Russia on Iraq is well known: the situation around that country can only be resolved by political means on the basis of strict compliance by all with the relevant UN Security Council resolutions, Vladimir Rushailo, the Secretary of the Security Council of the Russian Federation, said Wednesday after meeting with Iraqi Ambassador to Moscow Mezher El-Doori.

Rushailo gave a high assessment to yesterday's unanimously adopted UN Security Council resolution extending the humanitarian operation. The overall political success, he noted, became possible largely thanks to the explicit and firm position of Russia. The results of the debate in the UN Security Council have clearly demonstrated that a genuine Iraqi settlement is only possible on the basis of a comprehensive approach, that is, through resuming cooperation by Iraq with the United Nations in the field of disarmament, tied with suspending and then lifting sanctions, said Vladimir Rushailo.

At the same time, in his opinion, so far it is too early to talk of any breakthrough in the situation within the UN Security Council, where there persists a favorable attitude to the ideas put forward by the United States of America and Great Britain on the modification of the sanctions regime in respect of Iraq. Therefore, he stressed, the need for a continued persistent search for mutually acceptable schemes for resolving the problem is still there.

During the meeting that took place on July 4 in the Kremlin, Vladimir Rushailo and Mezher El-Doori discussed a number of current bilateral questions, and some topical international subjects. Particular emphasis was given to the need to join efforts in the fight against international terrorism. The interlocutors expressed hope that Russian-Iraqi economic cooperation will, as before, be in keeping with the level of political dialogue between the two countries.

The Secretary of the Russian Security Council expressed gratitude to the leadership of Iraq for the attention it pays to questions of the consolidation of Russian companies on the Iraqi market. The consistent development of Russian-Iraqi contacts at the inter-parliamentary level, as well as between sociopolitical organizations, said Vladimir Rushailo, strengthens trust between our peoples and makes the fabric of our interstate cooperation stronger.
