Russian Federation Security Council Secretary Vladimir Rushailo conducted a regular meeting of SC members in the Kremlin on the afternoon of August 28 on the instruction of President Vladimir Putin.
Its agenda dealt with measures for the return to places of permanent residence of the people of the Chechen Republic who have had to leave their homes, and for ensuring the security of the local population.
Minister of the Russian Federation Vladimir Yelagin, responsible for the coordination of activities by federal executive bodies in the Chechen Republic, delivered the main report.
The problem put on the agenda of the conference of Security Council members, said Rushailo, had repeatedly been discussed at the meetings of the Government Commission for Restoring the Social Sector and Economy of the Chechen Republic and the Operational Headquarters for the Direction of Counterterrorist Operations on the Territory of the North Caucasian Region. The appropriate directions had been given by the President of the Russian Federation.
However it should, regrettably, be stated, he said, that far from all the problems of life support and security have yet been solved in the places of previous residence of the people who have had to leave their homes during the period of conduct of the counterterrorist operations in the North Caucasus. Deficiencies still persist in the organization of food supplies, medical services and the provision to them of basic social guarantees in the centers of temporary accommodation. All this is having an adverse effect on the course of the restoration of the economy and social sector of the Chechen Republic.
According to the Security Council Secretary, measures are required to be taken that would be capable of radically altering and improving the situation with internally displaced persons. The process of their return to the places of their previous residence must acquire positive dynamics, with the priority to be given to concrete activities for the inhabitants of the Chechen republic who have had to leave their places of permanent residence to be accommodated and given upkeep on its territory, all the more so as many of those families have there housing quite suitable for habitation.
What is clearly needed is to improve the organization and the system of management of the solution of the entire complex of problems in ensuring the expeditious return of the internally displaced persons to the Chechen Republic. "It is this not merely social and economic, but also political task that we will - on the instruction of the Russian President - discuss at today's meeting," said Rushailo.
