02 October 2001 00:00 ON THE MEETING OF RUSSIAN FEDERATION SECURITY COUNCIL SECRETARY VLADIMIR RUSHAILO, STATE SECRETARY OF BELARUS REPUBLIC SECURITY COUNCIL GENNADY NEVYGLAS AND SECRETARY OF THE COUNCIL OF NATIONAL SECURITY AND DEFENSE OF UKRAINE YEVGENY MARCHUK
2001-09-29-001
On September 29 a meeting was held in Oryol between Russian Federation Security Council Secretary Vladimir Rushailo, State Secretary of Belarus Republic Security Council Gennady Nevyglas and Secretary of the Council of National Security and Defense of Ukraine Yevgeny Marchuk.
On the eve of an early meeting of the Committee of Security Council secretaries of states -- members of the Treaty on Collective Security, scheduled to be held in the near future in one of the Central Asian countries of the CIS, Vladimir Rushailo informed colleagues on the results of his recent working trip to Central Asian CIS countries at an urgent instruction from the Russian President Vladimir Putin.
In the current serious situation shaping up in the world in the wake of a series of terrorist acts in the USA, Vladimir Rushailo pointed out, it is extremely important to maintain an energetic and continuous dialogue with neighbors and the closest partners for an operational exchange of assessments and harmonizing the specific actions to combat threats to regional and international security.
The early meeting of the Committee of Security Council secretaries, Vladimir Rushailo said, in the common concept is called upon to impart an additional impulse to cooperation in opposing international terrorism, including within the framework of the anti-terrorist center of the CIS and its office in Bishkek. The main thing is to complement the current political mutual understanding between our countries with concrete work. A role of not least importance here could be played by a regular financing of the activity of the ATC (anti-terrorist center) which so far is not quite adequate.
The tour of Central Asia, Vladimir Rushailo said, provided added proof that the concerted actions by the CIS states in the struggle against external threats are already bearing fruit. By way of a graphic example, the Russian Security Council Secretary cited the Collective Rapid Deployment Force under the Treaty on Collective Security, whose vigorous start of activity largely contributed to preventing a sharp destabilization in Central Asian countries.
During the meeting the Security Council secretaries of Russia, Byelorussia and Ukraine exchanged opinions on prospects of joint actions aimed at keeping stability in the current world situation which is not simple. They also discussed a wide range of issues of cooperation between the three states in the economic, political, cultural and other areas. The secretaries stressed that regular interaction through the Security Council mechanisms of the three countries exerts a positive influence in terms of effective solutions to ensuring mutual, regional and universal security.
