Parliament issues statement on anti-terror measures
The Federation Council, the upper chamber of the Russian parliament, passed a statement on urgent measures against terrorism.

According to the statement, it is necessary to prepare and pass the federal law “On combating terrorism”, which will define the term “threat of a terrorist act” to distinguish different levels of danger. This system was adopted by the United States long ago. The Americans use different colors to signify different levels of alert – yellow, red, orange and other colors.

Russian Defense Minister Igor Ivanov said it was unclear whether Russia would also use the color scheme. He said it would be a set of measures and actions to be applied in the event of a terrorist threat.

The document suggests amendments to the Criminal Code to introduce tougher punishments for terrorist-related crimes. The Federation Council is also going to develop a system of social measures to support the victims of terrorist attacks. In addition, it called for stepping up control over the production, trade and use of explosives and other dangerous materials.

The members of the Federation Council also recommended that the government should review the security system in the sphere of public transportation and tighten control over migration.

The Federation Council will set up a commission to develop legislative proposals on combating terrorism. The commission will be chaired by Sergey Mironov, Chairman of the Federation Council. It will monitor legislation, Russia’s international obligations and the application of laws in the sphere of combating terrorism. The commission will also develop a strategy of law-making activities in the fight against terrorism, ensuring public security and strengthening national security. It will also consider urgent social and economic problems.
