21 June 2004 21:15 Russia to make surveillance flight over Finland – report Russia will reportedly make a surveillance flight over Finnish territory this week between Monday and Friday.
The surveillance flight is part of the Open Skies agreement, which allows member states to conduct surveillance
flights and take photos in each other's airspace in accordance with pre-designed flight plans.
Finland joined the treaty in February 2003, reported the Finnish news agency STT.
