3G LICENSES TO BE ISSUED IN 2005
ST. PETERSBURG. June 16 (Interfax) - Licenses to provide third generation cellular services in Russia will be issued to operators at the end of 2004 - the beginning of 2005, Russian Telecommunications Minister Leonid Reiman said. "We can talk about issuing 3G licenses at the end of 2004 or the beginning of 2005, but it will most likely take place in 2005," Reiman said during a briefing at the St. Petersburg Economic Forum. The Ministry will suggest issuing licenses on a competitive basis. "Whoever offers the best conditions for the development of the network will win," Reiman said. The main conditions of the contest will be based on principles developed by the Association of 3G Operators. "The Ministry will rely on these principles when it makes its decision," Reiman said. Documents presented by the association suggest issuing three to four licenses. "We will act according to their recommendations," Reiman said.
