16 June 2004 02:42 Vimpelcom, KB Impuls merger could end dispute with regulator ST. PETERSBURG. June 16 (Interfax) - The merger of Vimpelcom and its wholly owned subsidiary KB Impuls could lead to
an end to a dispute between the parent company and Gossvyaznadzor, the state telecoms watcdog, said Russian
Telecommunications Minister Leonid Reiman.
"This is a good positive step forward and I hope that this can be
the end of the discussion," Reiman said during a briefing at the St.
"If Vimpelcom acts according to the plan it announced, this could solve the problem and lead to the complaints
against it being dropped," Reiman said, adding that we have to "wait for the results of the process."

KB Impuls holds a license to provide GSM 900/1800 cellular communications services to the Moscow region.
Gossvyaznadzor contested an agreement under which Vimpelcom acted as an agent for Impuls when signing contracts with
subscribers. The order issued by Gossvyaznadzor states that Impuls has no contracts for the provision of mobile
communications services, which "violates the requirements set forth in Item 1 of Article 779 of the Civil Code of
the Russian Federation."
Vimpelcom insists that it is in full compliance with Russian legislation.
