17 June 2004 11:18 Russian premier sets main tasks of federal budget for 2005 [Presenter] At today's session the cabinet is looking at the main features of the federal budget for 2005, as
well as the forecast for Russia's economic development. Russian Prime Minister Mikhail Fradkov outlined the
priorities, on which the country's main financial document should be aimed.
[Fradkov] The priorities are as follows: intensifying economic growth on a qualitatively new basis by increasing the
competitiveness of Russian economy, raising the level of the Russian people's well-being, as well as providing
comprehensive access to quality educational and health services, strengthening the country's defence on the basis
of the modernization of the armed forces. The authorities between levels of power should be divided on the basis of a
balance between the revenue and expenses of budgets on all levels. Stability in macroecomonics should be maintained by
way of reducing inflation, among other things.
[In a separate report, in Russian, at 0621 gmt 17 Jun 04. Russian RIA news agency quoted Fradkov as saying that the
budget for 2005 is being prepared in complicated conditions. The government has not been fully re-organized , while new
standards aimed at dividing powers between the budget system levels are being put into practice. Moreover, new methods
of budget planning aimed at concrete results should be implemented. "All this deserves special attention and is
part of major issues which determine the state economic policy," Fradkov is quoted as saying.]
