Putin meets envoy to south district, discusses Chechnya restoration Moscow, 15 June: At a working meeting with Russian President Vladimir Putin, Chechen Interior Minister Alu Alkhanov
told the Russian head of state about his intention to stand in the Chechen presidential election. [Passage omitted]
Vladimir Yakovlev, Russian presidential envoy to the South Federal District, attended the working meeting with the
president, too. He told Vladimir Putin that after the republican committee for paying out compensation was disbanded and
public control introduced, the process of paying out compensation got under way and 1,800 accounts were already opened.
By the end of this year 42,000 people will get compensation in Chechnya.
The envoy said that everything would be done in accordance with the law in this matter as well as in the issue of
refugee camps. "You have stressed more than once that only those who want to resettle should leave the refugee
camps, whilst those who don't want should stay. That's how it was done," Vladimir Yakovlev told Vladimir
Putin.
Vladimir Putin said that, unfortunately, "people come across instances of state obligations being not
fulfilled". "And people lose faith. The main thing therefore is to ensure that people get everything they have
been promised," the president emphasized.
The head of state asked Vladimir Yakovlev about progress in transferring the head office in charge of Chechen
restoration to Groznyy. Vladimir Yakovlev said that "the best place to keep an eye on how the money is spent and on
what projects is, indeed, over there (in Chechnya)". The envoy added that the head office would start working in
Groznyy within the two next weeks.
Alu Alkhanov told journalists after the meeting that he was very satisfied with the conversation with the president.
"I already knew from Akhmat Kadyrov that meetings with the president were good for the republic. And I'm still
of the same opinion," Alu Alkhanov said. Answering another question, Alu Alkhanov said that "the election in
Chechnya will be as democratic and honest as possible".
Alu Alkhanov said that he would not want to comment on individual rivals but "treats all of them with equal
respect". "Any election campaign is difficult by definition, and especially in Chechnya, but this makes
victory ever sweeter," he said.
Alu Alkhanov said that the republic's residents are supporting the course which Chechnya has been following
until now. "I don't see any point of inventing a new one, but there is a programme and measures which we want
to take to boost the integration process and the economy," the head of the republic's Interior Ministry said.
