14 June 2004 14:49 Chechen presidential election: Registration of candidates` documents begins Groznyy, 14th June: As from today, the Chechen electoral commission is accepting documents needed for the
registration of candidates in the Chechen presidential election, an ITAR-TASS correspondent learnt from the electoral
commission's deputy chairman, Buvaysari Arsakhanov.
So far eight contenders have said they wish to take part in the election. They are Mariyat Gorchkhanova, an employee
on the staff of the Urus-Martanovskiy District administration; Vakha Visayev, Chechen presidential adviser; Malik
Saydullayev, a Moscow businessman; Marat Zaynalabidov, representing the Liberal Democratic Party of Russia and chairman
of the Union of Arbitration Managers of Rostov Region; Adam Edilov, a lawyer from Groznyy; Sultan Ayskhanov, faculty
head at the Chechen state university; Magomed Aydamirov, a businessman from Tolstoy-Yurt; and Khuseyn Biybulatov, a
pensioner from Elektrogorsk near Moscow.
The team of Chechen President Akhmat Kadyrov, who died in a terrorist act on 9 May, has put forward the candidacy of
Alu Alkhanov, who has been Chechen interior minister. True, Alkhanov himself has refrained from officially stating his
intent to take part in the election.
So far none of the contenders has submitted any documents. Acceptance of the documents will continue until 14 July.
In order to register as a candidate, one has to submit 6,000 voters' signatures in support of one's candidacy
or pay a deposit of R4.95m.
In order to win in the first round, one has to get at least 50 per cent of the votes plus one vote, with a turn-out
of at least half of the electorate. If there is a second round, the winner will be the candidate with a simple majority
of votes.
The pre-term presidential election has been set for 29 August.
