Annulment of Sakhalin-3 PSA could be cold shower for other investors
MOSCOW. June 9 (Interfax) - The annulment of tender results for the Sakhalin-3 project could serve as a cold shower for other investors, U.S. Deputy Energy Secretary Kyle McSlarrow said in Moscow. A government commission on production sharing agreements (PSA) annulled the results of a 1993 tender for Sakhalin-3 in late January, in which ExxonMobil and ChevronTexaco were the winners. McSlarrow said he did not expect this would be a final decision and indicated so to Russian authorities. He said Rosneft, ExxonMobil, and ChevronTexaco had already worked on the project and provided money. He said Russian authorities gave no reason for the decision. McSlarrow said the decision could send a strong signal to other investors and said he hopes the situation will be resolved. Russian Deputy Natural Resource Minister Anatoly Temkin said in a meeting with McSlarrow that the government would not review its decision on the Sakhalin-3 project.
