10 June 2004 23:36 Russian Communists react to Duma vote on new housing laws [Presenter] The Duma spent the entire day today on a package of 27 draft laws designed to create an accessible housing market. They were all adopted in the first reading even without the Duma left-wing. In the morning, the Rodina faction attempted to submit its own alternative version of the housing code for discussion but the Duma declined. In protest, the Rodina deputies left the hall and with them went the Communists. The vote went ahead without them. [Correspondent] [Passage omitted] The package's key law is the new housing code. Orders are to be replaced by a social hire contract and only the poor will be able to claim rent-free flats. It is local government agencies that will determine who qualifies as poor, using a single government method. Moreover, if the owner of a residence leaves a marriage, former members of the family have no claim on the flat. The Communists and the Rodina faction did not like the new laws. As a sign of protest, the left-wing deputies left the auditorium.
