09 June 2004 18:33 Russian senators allow president to appoint deputy heads of leading ministries Moscow, 9 June: On Wednesday [9 June] the Federation Council unanimously approved a federal constitutional law which
grants the president the right to appoint deputy heads of security-related ministries.
Altogether 156 senators voted for amendments to the federal constitutional law "On the government of the Russian
Federation". There were no votes against and no abstentions.
According to the chairman of the Federation Council's committee on constitutional legislation, Yuriy Sharandin,
the law envisages that the president supervises, either directly or through federal ministers, the activities of federal
executive bodies which handle issues of defence, security, internal affairs, justice, foreign affairs, prevention of
emergencies and elimination of the consequences of natural disasters.
"The law also provides that it is the president who distributes powers between the aforementioned ministries and
appoints deputy heads of these ministries," the senator said.
He said the law has been drafted with a view to improving the legal basis of the Russian government's work.
