09 June 2004 12:51 Chechnya: Official in charge of compensation sacked, agency disbanded Groznyy, 9 June: Acting President of Chechnya Sergey Abramov today sacked the chairman of the republican committee
for compensation payments, Abubakir Baybatyrov, "for unsatisfactory performance", ITAR-TASS has learnt from
the [pro-Moscow] government of the Chechen Republic.
Abramov issued a decree abolishing the republican committee and creating a special commission for compensation
payments in its place. The commission is expected to be headed by Finance Minister Eli Isayev.
"The official released from his post has failed to organize properly the timely payment of compensation to the
people of the republic for housing destroyed in hostilities," ITAR-TASS was told at the administration of the
president of the Chechen Republic.
The sum paid in compensation for destroyed housing in Chechnya is set at R300,000 [just over 10,000 dollars at the
current rate of exchange]. Payments started last September. Out of the 73,000 people who lost their flats and houses,
only about 4,000 residents of Chechnya have so far received the money due to them. Many have complained of extortion on
the part of officials.
At the same time a spokesman for the administration noted that Baybatyrov was most likely to continue working in the
Chechen government.
