& DME Ltd. All rights reserved. French telecommunications technology firm Alcatel and Comstar United Telesystems,
one of Russia's largest alternative telecoms operators, have announced the signature of a protocol that will
deliver co-operation between the two companies for the integration and further development of existing telecommunication
networks owned by operators that are part of the Comstar group. The Protocol also covers the introduction of new
broadband services and technologies. The two firms plan to develop principles for end-to-end interaction of networks
owned by Comstar United Telesystems operators, to introduce a common set of services for their unified network, to
optimise use of existing infrastructure, and to develop a single management system and maintenance for the integrated
network and services. Alcatel has also announced that it has been awarded a contract by Russian telco JSC North-West
Telecom to build a multi-service access network in Russia’s northwest federal region for the delivery of integrated
voice and data services. The region's telecommunications market is Russia's second-largest in terms of service
volume. Alcatel's contract with North-West Telecom will cover eight of the nine largest cities in the region:
St.Petersburg, Petrozavodsk, Pskov, Veliky Novgorod, Cherepovets, Murmansk, Arkangel, Kaliningrad. The French firm has
also announced the signing of a series of contracts totalling euro21m with Smarts, another regional mobile operator in
Russia. The contracts call for the delivery of Alcatel mobile solutions to extend Smarts GSM/GPRS network. In the
initial phase of the project, to be completed in July, 2004, Alcatel will cover the cities of Samara and Toliatti. In
the second phase, Alcatel will supply and install significant GSM/GPRS network extensions in Samara and Toliatti, as
well as in Kazan, Naberezhnye Chelny and Saratov.
