Russian minister wants traffic laws changed to reduce corruption
[Presenter] The Federation Council today set about tackling road safety issues. At parliamentary hearings senators proposed drawing up a series of amendments to legislation on road safety. The majority of the amendments were put forward by the traffic police. They want to restore a system of points for breaking rules, have control over equipment during vehicle inspections and revoke licences if drivers exceed the speed limit by 40 kph. In reply, representatives of the prosecutor's office told the traffic police to take a look at themselves first. Just this year 500 corrupt officers have been fired from the traffic police and the guilt of a driver should not be decided by police officers like that. [Deputy Interior Minister Aleksandr Chekalin, speaking to press] I support moving away as far as possible from official inspections by traffic police officers in civil matters. I am in favour of setting up civil courts that would quickly and professionally resolve these issues. I support moving away as far as possible from laws, orders and normative acts that provide opportunities for bribe taking.
