KHLOPONIN WANTS TENDER TO FIND INDEPENDENT VALUER FOR BOGUCHANY HYDRO
KRASNOYARSK. June 3 (Interfax) - Krasnoyarsk Territory Governor Alexander Khloponin at a meeting on Wednesday with Russian Prime Minister Mikhail Fradkov said he would like to announce an open tender for authoritative independent consulting companies, the winner of which will evaluate the cost of the Boguchany hydropower station and choose the optimal financial model to finish building the plant. "This project, which is most important for the Siberian economy, has not yet been implemented because of uncertainty over the estimated market value of the Baguchansk hydropower station and over the choice of the optimal financial model to admit private investors to the capital of the hydropower station," the Krasnoyarsk Territory's press service said in a release. "It is important for the Territory that the Boguchany hydropower station be built as quickly as possible, because this will give an Mikhail Fradkov supported the idea of a tender and instructed ministries and offices to set up as quickly as possible a tender "The federal budget should not spend money to pay for the work of consultants; the money to carry out independent expertise is being searched for by the Territory's administration," Khloponin said in the press release. impetus to a large number of interesting industrial projects," Khloponin said. commission made up of representatives of all the interested sides. This commission will name the independent consultant. Unified Energy System of Russia is currently the only investor in the construction of the hydropower station, which it is paying for with investment program funds received from subscriber payments. Khloponin also discussed with Fradkov the key economic problems of the Krasnoyarsk Territory and Siberia. He brought up the question of "the complete and prompt fulfillment of obligations by the federal budget on financing the construction of a bypass for Krasnoyarsk with a federal highway," the press service said. "At the moment the regional budget is completely fulfilling its obligations on helping to finance the project, and the federal budget is not," the press release says. Fradkov instructed the Transport Ministry and Rosavtodor to include the construction of the Krasnoyarsk bypass in the priority projects to receive state financing. Khloponin told Fradkov how the project to complete the Sosnovoborskaya TETs heat and power plant was progressing. "Alexander Khloponin brought to the Prime Minister's attention the need for this project to be financially supported in time by the U.S. government in agreement with an international agreement between Russia and the U.S.," the press release says. Construction on the Sosnovoborskaya plant should begin under a project to set up an energy source, replacing its nuclear reactor, which is due to be stopped, and provide a source of heat. The U.S. Department of Energy will provide some $200 million-$400 million in financing under an agreement between Russia and the U.S. on cutting nuclear production.
