01 June 2004 05:32 Khakasia Supreme Council to discuss Sayano-Shushensk June 3 ABAKAN. June 1 (Interfax-Siberia) - The Supreme Council of Siberia's internal republic of Khakasia will hold a
special session on June 3 to discuss plans to re-register Sayano-Shushensk hydroelectric power plant with the
Krasnoyarsk territoryial authorities, the regional government's press service told Interfax.
The shareholders of Sayano-Shushensk hydroelectric power plant, a privatized facility, are seeking re-registration in
Krasnoyarsk territory in response to the Khakasia government's attempts to return the power plant to state
control.
They explain the need for the facility's re-registration by "the unfavorable business environment in the
republic of Khakasia for the activities of the energy sector today."
Khakasia's Prime Minister Alexei Lebed sent a letter to Russian Prime Minister Mikhail Fradkov asking him to
prevent the power plant's re-registration.
The Sayano-Shushensk hydroelectric power plant was privatized in 1993. In place of its privatization share, Khakasia
was granted the right to purchase the plant's electricity at reduced prices for ten years. In April 2003, Lebed
started to contest the legitimacy of the facility's privatization in court, referring to a number of legal
violations.
Unified Energy System (UES) of Russia and the Property Ministry have repeatedly spoken against returning the facility
to government control. On March 12, 2004, the Arbitration Court of the East Siberian district ruled to de-privatize the
power plant.
UES holds a nearly 80% stake in the Sayano-Shushensk hydroelectric power plant, while the remaining shares are traded
