Putin calls for transparency in state-operator relations
MOSCOW. May 26 (Interfax) - Russian President Vladimir Putin has called for transparency in relations between the state and subsoil operators, during his annual address to the Federal Assembly on Wednesday. "In the area of natural resource exploitation, we need to change over from administrative permission to fully fledged contracts with clearly set down obligations both for the operator and for the state.
