Russian benefits reform to cost 170bn roubles
The possible replacement of social benefits [paid to pensioners and the disabled in kind] with benefits paid in cash was the main topic at the president's meeting with the cabinet today. [Passage omitted: Putin warns that the plan will be expensive to implement] Finance Minister Aleksey Kudrin said that replacing the benefits [in kind] will cost the budget R170bn. Prime Minister Mikhail Fradkov is sure the funds will be found.
