Russian benefits reform to cost 170bn roubles
The possible replacement of social benefits [paid to pensioners and the disabled in kind] with benefits paid in cash

Finance Minister Aleksey Kudrin said that replacing the benefits [in kind] will cost the budget R170bn. Prime
