Decree to turn slain Chechen president`s guards into policemen - newspaper
The Chechen police force is to be expanded by fighters of Ramzan Kadyrov's security service. This is the essence of the presidential decree whereby over 1,000 Interior Ministry personnel are to operate in Chechnya, Nezavisimaya Gazeta has been told by a source in the State Duma, who quoted a restricted distribution report by Interior Minister Rashid Nurgaliyev. Akhmar Zavgayev, a Duma member for Chechnya, also confirmed for the newspaper that members of the Kadyrov guard are set to join the Chechen Interior Ministry. The Interior Ministry troops' press office told Nezavisimaya Gazeta that the presidential decree involves increasing the staffing of the Chechen police. The decree effectively legalizes the Kadyrov guard, the newspaper says.
