19 May 2004 01:22 UES committee supports use of external consultants MOSCOW. May 19 (Interfax) - The Unified Energy System of Russia strategy and reform committee decided to invite
external consultants at a meeting on Tuesday, Deputy PR Director Marita Nagoga told Interfax.
She said that the committee wants to invite internationally acknowledged experts to provide consulting services to
"develop a mechanism to stimulate investment in developing generating capacity in Russia after the liberalization
of the electricity market."
The aim of the project is to develop a mechanism to stimulate investment that is most suited to conditions in Russia.
The committee's decision was dictated by concerns about "insufficient capital investment in increasing
generating capacity and, as a result, a drop in capacity reserves to a critical level and the appearance of local energy
crises," she said.
The project should take into consideration research that has already been carried out and should result in a model
for payment for capacity. Nagoga said that the committee decided to pay for the consultants from its own budget, and may
set up a working group on this issue in which the consultants will participate, in addition to experts from UES and the
