20 May 2004 15:44 Russian security chief wants an international system of antiterrorist measures Sochi, 20 May: Nikolay Patrushev, director of Russia's Federal Security Service [FSB], thinks that the
activities of the special services at the current stage "should be coordinated and targeted at establishing an
international system of measures to fight terrorism". "Modern scientific and technological achievements lead
to the emergence of new types of threat. Foremost among them are those involving the use of high technologies, the FSB
director told the third international conference of special services in Sochi.
He said "terrorists are getting opportunities of increasing the scope of their criminal deeds many times
over". Special services and law and order agencies have done a great deal in this area and this also includes joint
efforts, "but practical experience shows that the results which have been achieved are clearly insufficient",
he said.
The FSB director stressed in particular that counteracting new hi-tech threats "must be more specific and
active".
"Our activities must be coordinated, targeted at establishing an international system of measures to fight
terrorism. These measures must include the elaboration of a strategy to counteract the modern forms of terror," he
said.
Patrushev thinks that a regular exchange of views among heads of special services and law and order agencies is also
of great significance.
