17 May 2004 12:46 Duma amendments to complete restructuring of Russian justice system Moscow, 17 May: The Russian justice system is being restructured, reporters were told by Justice Minister Yuriy
Chayka today.
"The reform of the Justice Ministry is proceeding well, everything is ready. We are now only waiting for
amendments already submitted to the State Duma to be passed," Chayka said.
Chayka said the new model for the Justice Ministry incorporates three independent services and one agency.
"Three independent services will be directly engaged in applying the law, meaning that those responsibilities
will rest at a different level from previously and the Justice Ministry will take on several other functions," the
minister said.
"Whereas formerly responsibility lay with the minister, although it was in some cases passed on, this structure
defines clearly who is responsible for what," he added.
The ministry will now incorporate a bailiffs service, a penal service, a registration service and an expert
assessment agency, Chayka said.
He also said that once the State Duma passes the amendments the structures and status of the ministry, services and
agency will be confirmed.
