Finance Ministry submits 2004 bond issue draft
MOSCOW. April 6 (Interfax) - The Finance Ministry submitted a draft resolution on Eurobond issues in 2004 to the government on Monday, the ministry reported on its website. The 2004 budget law envisages Eurobond issues totaling up to $3 billion in 5-to 30-year bonds. The market is now favorable enough to see the first Eurobond issues on the foreign market since the 1998 crisis. "There are favorable conditions for partial refinancing of Russian foreign debt, reflected in the rise in Russian Eurobond quotes and narrower spreads with U.S. Treasury bonds," the ministry said.
