17 March 2004 17:09 RUSSIA: PUTIN CALLS FOR CREATION OF `ACCESSIBLE` HOUSING MARKET President Vladimir Putin met on 16 March with Deputy Prime Minister Aleksandr Zhukov to discuss new legislation
regarding administrative and social reforms, ORT reported. Speaking to journalists after the meeting, Putin said the
creation of an accessible housing market is a crucial task facing the new government. He said that the creation of a
mortgage system, which is now largely lacking in Russia, will not be sufficient to resolve the problem. Several expert
groups are studying mass housing-construction schemes that have been implemented around the world and their possible
application in Russia. Zhukov said that government has drafted 30 new laws relating to this issue. VY Copyright (c)
