17 March 2004 10:02 Territorial defence drill under way in Russian Far East Petropavlovsk-Kamchatskiy, 17 March: Territorial defence staff exercises have begun in Kamchatka. The exercises are
aimed at improving coordination between the local executive authorities and all power-wielding agencies in emergency
situations. The commander of the Far Eastern Military District, [Army Gen Yuriy Yakubov], is supervising the exercises,
the regional administration told ITAR-TASS today.
According to the legend of the exercises, state of emergency was declared in the region yesterday following a
devastating earthquake. The exercises focused on rendering emergency medical assistance to the population, evacuating
people from hazardous locations, providing food for them, as well as on organizing the work of rescue services and
ensuring the observance of law.
Also, according to the legend of the exercises, martial law was imposed in the region today. Special attention is
being paid to the organization of logistic support under martial law.
Local government structures for civil defence and emergencies, the North Eastern regional border guard directorate of
the Russian Federal Security Service [FSB], the regional interior directorate, the group of armed forces in
Russia's north-east, the regional FSB directorate, the regional administration and local executive authorities are
taking part in the drill, the regional administration said.
The performance of the drill participants will be assessed after its completion on 18 March.
