The structure of the government should be transparent to the public, Prime Minister Mikhail Fradkov said at the first meeting of the new Cabinet on Thursday.
“Everyone should have an opportunity to see what the government is doing, and also to see all those officials and structures that are unnecessary,” Mr. Fradkov said in opening remarks. He said the government structure should take final shape in the shortest possible time as “the beginning of the budget process is ahead”. In Mr. Fradkov’s opinion, it is necessary to create a clear and transparent administrative system in the country. In view of this, the Prime Minister urged ministers to work more effectively.
He assigned them to nominate the heads of federal agencies and services within five days. Once the proposals are considered, Mr. Fradkov will make the appointments.
The Prime Minister also asked ministers to prepare draft regulations for federal ministries, services and agencies before April 20, 2004. The regulations will determine the structure of the ministries, the number of their staff and a list of subordinate organizations. Deputy ministers will be appointed after regulations of ministries are confirmed.
Mr. Fradkov also assigned Cabinet Ministers to prepare draft regulations defining the functions of ministries, agencies and services within a week. According to the Government Information Department, this measure is aimed at abolishing excessive and duplicative functions.
The first meeting of the new government was very short. It began at 10:00 and lasted for only 40 minutes. However, Cabinet Ministers managed to discuss four questions. Earlier, cabinet meetings lasted for at least three hours, and they usually started 10-15 minutes later than the scheduled time.
