Statistics Committee reported Thursday.
The country saw a surplus of 150.5 billion rubles in 2002.
Revenue in 2002 totaled 2.58 trillion rubles, against 2.2 trillion in 2002. The revenues included 2.39 trillion
rubles in taxes, compared with 2.03 trillion rubles. Federal spending totaled 2.35 trillion rubles, compared with 2.05
trillion rubles in 2002.
Revenues included 882.1 billion rubles in VAT, 452.8 billion rubles in foreign trade-related taxes, 252.5 billion
rubles in excises, 249.5 billion rubles in mineral development charges, 170.9 billion rubles in corporate profits tax,
173.7 billion rubles in non-tax payments, 14.3 billion rubles in special-purpose budgetary fund revenues and 364.6
billion rubles in unified social tax.
Spending included 355.7 billion rubles on national defense, 220.9 billion rubles on state debt servicing, 304.8
billion rubles on social and cultural areas, 247.9 billion rubles on law enforcement and state security, 796.3 billion
rubles on aide to budgets at other levels of government, 14.3 billion rubles on special budgetary fund expenditures,
66.7 billion rubles on civil service and local governments, 68.7 billion rubles on industry, energy and construction and
44.7 billion on highways.
Interest payments on state debts decreased to 9.4% of total spending. In 2002, these expenditures accounted for 11.2%
