New schemes to trace tax dodgers
Awaiting new ministerial appointments, each ministry seeks to cast its plans for the future in the best possible light. At its meeting on February 27, the Russian Tax Ministry announced that new tax collection mechanisms would be introduced in 2004, and it will become more difficult to dodge taxes, the Vremya Novostey reports.

According to the newspaper, acting Tax Minister Gennady Bukayev explained what the strengthening of tax administration means. In the first place, the ministry wants to enlist the services of banks. “Credit organizations have all the information we need as it is impossible to make deals outside banks,” he said.

Mr. Bukayev recommended that regional tax agencies follow Moscow’s example and “bring all credit organizations into a single inspection”, in order to cooperate closer with bank workers. A single database of bank accounts will allow tax agencies to work more effectively with tax debtors.

Companies’ nightmare – field tax audit and desk audit – which reveal the sins of the past – will be intensified. The number of such checks will be increased, and their quality will be changed. According to Mr. Bukayev, special attention will be given to the debts of the past years.

Tax Ministry will also continue working with the largest taxpayers because “this is an effective way”, Mr. Bukayev said.
