27 February 2004 14:12 Putin tells students copyright should be protected and rewarded [Presenter] For more than an hour the president was today answering questions from students at Siberian Technological
Institute in Krasnoyarsk. Young people wanted to know the best way to save and keep money, when the army reform is to be
completed and how to resolve the housing problem. However, the main topic was financial support for students. Among
other things, Vladimir Putin said that from 1st September foundation stipends in the budgets of higher educational
establishments will go up five-fold. In addition, already in the very near future several thousand young scientists,
above all those working in the defence sector, will receive state grants.
[Putin, talking to students] Do you know what the most important thing is? The most important thing is to employ
efficient market mechanisms, so that a person can become a millionaire or a billionaire, like Bill Gates. How?
Intellectual property should be protected, and one should not be afraid to pay for it. Then it will be efficient. Say,
you have invented something - the state should not take it away from you but, after receiving its share - since you
worked at a state (?enterprise) and were educated by the state - give a bigger share to you. That will create a very big
incentive. It won't even be an incentive at the level of professor in the USSR who was paid R500. It will be an
incentive at the level of [pause] - you know what I mean.
