16 February 2004 21:03 Council to be set up to coordinate international aid to Russia`s Chechnya Moscow, 16 February: A council is to be set up within a month to coordinate aid from international organizations to
the Chechen Republic, the Russian minister in charge of Chechen affairs [minister in charge of coordinating activities
of federal executive bodies relating to the social and economic advancement of Chechnya], Stanislav Ilyasov, told
journalists on Monday [16 February]. Ilyasov said this after a meeting with the United Nations Development Programme
administrator, Mark Malloch Brown.
The council will include representatives from the Red Cross, the UN, the federal authorities and the offices of the
Russian and Chechen governments, the minister said.
Several working groups will be created under the council to work on specific projects (the food programme, the
humanitarian aid to the Chechens and the development of small and medium-size business in the republic).
The main task of the council is to coordinate efforts by international organizations, the federal authorities and the
Chechen government. "We must coordinate our efforts to ensure that the aid is targeted and that it reaches
people," the minister said.
