Investigation continues into Moscow pool tragedy
The giant glass roof of the Transvaal water park in south-west Moscow collapsed at 19:15 Moscow time on Saturday.

According to official reports, the death toll is 25 people. 24 people died in the water park, and one person died later in hospital. 24 bodies have been identified. The Moscow Healthcare Department said 68 people injured in the incident were still in the city's hospitals. Four of then are in a very serious condition.

The Emergencies Ministry of Russia has completed rescue operations at the water park as no more survivors are expected to be found. Search and clearing efforts will continue.

The Prosecutor's Office of Moscow has launched a criminal investigation under Article 109, part 2, of the Russian Criminal Code - causing of death through negligence while performing professional duties. This article carries a punishment of up to five years in prison. The Kommersant Daily newspaper reports on the tragedy.

Prosecutors have already questioned the leadership of the Transvaal Park, the employees of the design bureau Sergey Kiselyov and Co., responsible for the design of the water park, and builders of the Turkish company Kocak Insaat. "All of them deny their blame. They say there were no mistakes in the design and the construction of the complex," officials in the Prosecutor's Office of Moscow said.

The incident is a blow to the Turkish construction company Kocak Insaat, involved in dozens of construction projects across Russia. The State Construction Committee of Russia has already suspended the construction license of the company. Perhaps, the finger of blame will be pointed at the Turkish builders.

Indeed, it is unlikely that design bureau Sergey Kiselyov and Co., which carried out design projects for the authorities, including the presidential administration, will be blamed. It is also unlikely that prosecutors will conduct a thorough investigation regarding the administration of Transvaal Park, which is controlled by the Moscow authorities, according to unconfirmed reports, and it was called the "best investment and construction project of 2002", the Kommersant Daily newspaper reports.

Theories of a terrorist attack and subversion are not being investigated. According to the Federal Security Service, after hearing witnesses and examining the scene of the tragedy, investigators concluded that it was caused by the collapse of the roof, and not by an explosion. They suspect design mistakes, faulty construction or poor maintenance of the two-year-old complex. Experts say a final conclusion will be made after the examination of the design and construction of the complex, which will take no less than a month.
