Chechnya remains unsafe for humanitarian aid organizations - Red Cross
MOSCOW. Jan 28 (Interfax) - The situation in Chechnya remains unsafe for the work of international humanitarian aid organizations, a representative of the Moscow office of the International Committee of the Red Cross said. "Security is the largest problem for international humanitarian organizations that are trying to work there," said Pierre Apraxin, deputy chief of the committee's Moscow office, at a presentation of the Red Cross's Plan of Action for 2004. "Although certain improvement is visible, we are seriously worried, given the current situation in the North Caucasus. Civilians are experiencing large problems, military confrontation is continuing, mine-clearing operations have not been completed and the threat of kidnapping remains," Apraxin said.
