Red Cross to continue aid in North Caucasus MOSCOW. Jan 28 (Interfax) - The International Committee of the Red Cross (ICRC) will continue providing monthly
humanitarian aid to nearly 140,000 people in the North Caucasus.
The ICRC made this commitment in its Plan of Action for Russia for 2004, which Interfax obtained from the ICRC Moscow
Delegation on Wednesday.

Moscow delegation chief Marco Altherr said Russia occupies sixth place among ICRC operations worldwide. The
delegation's budget is $25 million, which Altherr cited as an indication of how much the residents of Chechnya and
neighboring territories are in need.
The ICRC must work in a complicated and ever-changing situation, and yet it has managed to establish a dialogue with
the authorities and continue its programs, Altherr said. In line with the 2004 action plan, the ICRC intends to provide
support to hospitals and water supply and sewerage services in Chechnya, Ingushetia and Dagestan.
The ICRC further said that its representatives visit people detained in Chechnya, facilitate the exchange of messages
between detainees and their families, and also accept appeals about
occurrences and clarify these people's fates.
The ICRC will also continue its program of informing the Chechen and Dagestani people about the danger of mines. [RU
