04 December 2003 09:04 Russian nine-month budget surplus edges down Moscow, 3 December: Russia's federal budget surplus stood at R238.9bn in January-September, down from R246.4bn
in the same period last year, the State Statistics Committee reported on Thursday [presumably Wednesday 3 December
intended].
Federal budget revenues reached R1,896bn in the period, while spending hit R1,657bn.
Tax revenues accounted for R1,482bn, or 78 per cent of total federal budget revenues. Proceeds from the unified
social tax amounted to R261bn, while R140.7bn came from non-tax revenues, and revenues from special budget funds
totalled R11.6bn.
Interest payments on foreign debt were at R194.1bn in January-September, accounting for 11.7 per cent of federal
spending - a decrease of 2.5 percentage points from the same period last year.
Financial aid from the federal budget to Russia's regions totalled R269.1bn, or 16.2 per cent of total
spending.
Russia's consolidated budget surplus was R260.7bn in January-September, the committee said. The consolidated
budget includes federal, regional and municipal budgets.
Consolidated budget revenues reached R2,999bn in the period, including R2,427bn in tax revenues. Consolidated budget
spending came to R2,427bn in January- September, the committee said.
