19 November 2003 01:39 Presidential agency says administrative barriers to small business still high
MOSCOW. Nov 19 (Interfax) - The Russian main presidential control department submitted a report to President Vladimir
Putin summing up outcomes of work done by federal executive bodies in Russian regions in enforcing laws that restrict
administrative intervention in business activities.
The control department found that there have been no radical changes to removing unjustified administrative barriers
that hamper the development of small and mid-sized business and entrepreneurs.
The rate at which businesses are developing does not meet the target of accelerating economic growth set by the
president. The share of production and services produced by small businesses is still very small, being under 14% of
GDP, the report says.
The share of small businesses in agriculture, healthcare, physical culture, social services, science and scientific
services and transport is especially small, ranging from 0.8% to 3.8%, the department said. [RU EUROPE ASIA EEU EMRG POL
