13 November 2003 10:05 Russian premier unhappy with poor publicity campaign for pension reform [Presenter] The government is discussing pension reform, in particular the time schedule for transferring pension
savings to fund management companies. It is expected that people will select fund management companies for their pension
savings by the end of the year. Also today the cabinet will set a mechanism for transferring pension savings from one
management company to another. Prime Minister Mikhail Kasyanov believes that the main problem in the implementation of
the pension reform is the fact that the public are insufficiently informed about it.
[Kasyanov, addressing the government session] There is a problem that is fairly obvious - that of a poor publicity
campaign among the public. A very small section of the population understand what the reform is about and what its main
elements are. I think that special attention needs to be paid to a publicity campaign among the public, among potential
pensioners, those who are working now, those who - under the new model - will provide for, partly through their pension
savings, a larger pension than there would have been without the reform.
