With a planned area of 34 square kilometers, the zone has evolved from the earlier Harbin Economic and Technological Development Zone and Harbin High-tech Development Zone. Harbin Development Zone is composed of the Nangang Area, Hapinglu Area and Yingbinlu Area. The Nangang Area focuses on the service industries, and is also a base for high-tech incubation, research and development. The Hapinglu Area consists of many high-tech manufacturing enterprises and is an important base for technical cooperation and trade with Russia. The development zone also includes an industrial park for returning overseas Chinese scholars, a high-tech incubation center and a Sino-Russian technical cooperation center. High-tech product development and production, automobile and auto parts, pharmaceuticals, food and dairy production are the pillar industries of the zone. the development zone has created an excellent business environment. It has become a window for Harbin's opening-up and a major engine for the city''s economic growth. Services To make life more convenient for investors, the zone has established such administrative institutions as industrial and commercial administration, taxation, land use, power supply, taxation and commodity inspection and quarantine. All the approval procedures for business registration and establishment, construction, taxation and land use can be handled quickly under the one roof. Investors can complete all these procedures via the Internet or through intermediary agencies. At the same time, a variety of service institutions have been set up in the zone, providing investors with auditing, accountancy, patent application and transaction, head-hunting, consulting, fund-raising, guarantee and other services. Thanks to these administrative and service institutions, businesses in the zone can have all their needs met, whether they are after feasibility research and analyses before they set up shop or market development advice after they begin operation. Also, the improved infrastructure facilities and low land costs all contribute to making the development zone one of the most dynamic areas in Harbin as well as in Heilongjiang Province. To date, investors from 32 countries and regions in the world have opened businesses in the zone. The number of enterprises funded by investors from the rest of Harbin and the rest of China has reached 3,200. The zone is home to half of Heilongjiang's listed companies and half of Harbin's overseas-funded enterprises. Market Located in Harbin, capital city and economic center of Northeast China's Heilongjiang Province, the development zone has an easy access to markets and resources in the city, the province and Northeast China. Harbin has been an international trade and financial hub since the early 20th century. In the 1920s and 30s, 16 countries established consulates in Harbin and about 200,000 expatriates from over 20 countries opened more than 1,000 manufacturing and financial enterprises in the city. A developed transport network consisting of railways, highways, waterways and air routes link Harbin to the rest of China and the world. The city is also an important manufacturing base in China, with major industries such as automobile, pharmaceuticals, food processing, textile, metallurgy, electronics, chemicals and construction material production. Harbin ranks the sixth among China's provincial capitals in terms of scientific and technical strength. It is one of the national leaders in fields such as welding, robotics, pharmaceuticals, biological engineering, new materials, agricultural technologies and aerospace research. It has 22 universities and colleges, 131 technical research institutes and 375,000 technical professionals, offering the technical support and high-quality and low-cost human resources needed by investors. Resources Heilongjiang Province is one of the most important grain production bases in China, with a total farmland area of 9.6 million hectares. Thanks to its fertile and unpolluted black earth fields, the province is a suitable place for the production of organic foods. The annual output of green foods has reached 3.8 million tons, accounting for one-third of the country's total. Heilongjiang has 7.53 million hectares of grassland, making it an important area for animal husbandry in China. In 2001, the province produced 900,000 tons of fresh milk, a third of China''s total. The province also ranks first in China in forestry and petroleum resources. In addition, the virgin forests and winter tours make Heilongjiang an attractive tourist destination.
