05 November 2003 14:42 Azerbaijan, Russia, Iran, Kazakhstan sign convention on Caspian Baku, 5 November: Authorized representatives of Azerbaijan, Russia, Iran and Kazakhstan signed a framework
"Convention on protecting the Caspian environment" at the end of a two-day meeting in Tehran. Trend news
agency reports that Minister of Ecology and Natural Resources Huseyn Bagirov signed the document on behalf of
Azerbaijan.
The document is the first multilateral agreement that outlines the future efforts of the littoral countries to
preserve the environment of this unique water reservoir. The document was not signed only by a representative of
Turkmenistan as he did not receive Turkmen President Saparmyrat Nyyazow's consent. At the same time, the convention
gives other countries the opportunity to join the document within one year while the parliaments of the littoral
countries are ratifying it. The convention cannot become effective until Asgabat signs and ratifies it.
